Celebrations and congratulations
Congratulations to Andy Chatwin and Steven Osborn, both have been awarded County Commissioner Commendations for their contribution to the Scouts across Hampshire during lockdown.
Andy’s award was for his online programme and meeting support he gave to Explorer Scouts and Young Leaders as well his technical expertise that enabled hundreds of adult volunteers to continue their training virtually.
Steven’s was for his support to Scouts Speak Up and delivery of online Young Leader training, which resulted in 150 young people from across the County being trained.
More congratulations go to Zoe Cotter & Lee Philps who became engaged to be married at the weekend! I am sure you will all join me in sending congratulations and all the very best for their future together. Thanks also to Donna Ovenden for spotting an earlier mistake in need of correction.
A Huge Thank You
To all the groups and sections who are working so hard on their return to face to face Scouting risk assessments, your determination to get back together is amazing. We hope you all enjoy your sessions.
For those not quite ready to go back face to face, thank you for continuing to engage virtually, don’t forget there is no rush. If anyone needs a particular section risk assessment for inspiration, please let me know and I will ask a section that has already done one if I can share theirs.

Guidance on Covid-19 for adult members
Martin Mackey recently sent this to us which may be of use to you for those who may want to meet up face-to-face:
A Hampshire DC has asked a question about Network and SASUs having not managed to get an answer from HQ. I thought it would be useful to inform all of you about my research into this topic because others have also asked.
I looked at the Network question recently and there is information now available about this on line. Look here and scroll down to the question about Network members meeting face-to-face. Also, there is information on Network activities here. Although it’s not specified in the table (page 3) in the guidance document here, I have been advised that District Network is to be treated like District Explorers i.e. the DSNC is to be the checker and District approves their activities.
You do not need to approve meetings by adults as the rules do not apply them, but they do need to follow Government rules. There is also guidance here and scroll down to ‘can adults meet face-to-face to plan programme and other activities’.
I noted in the latest update to the framework document that was released here yesterday, there is now specific mention of Network at paragraph 4.4. I am not aware of any reference to SASUs, but the rules as detailed in that paragraph must be followed.
Bottom line is that adult volunteers, including Network, need to follow Government Guidance on what you can and can’t do (see particularly section 2 – social contact and events) if they want to meet up. If they want to do any activities, then that needs to follow the Risk Assessment for Covid-19 measures and be approved by District.
